Sally Howells is Prospects Director of Early Years Inspection Services. She has over twenty five years experience working in children's services within local authorities and was instrumental in the development and support to Early Years Development and Childcare Partnerships as part of the DCSF National Partnership Advisers Service to Local Authorities when they were setting up.

Other strategic roles include Children's Planning Manager within Children's Social Services, Lead Officer for Early Years and Childcare, Joint Commissioning Manager for children and young people's services and, prior to joining Prospects, Sally was an Assistant Director of Children's Services. With strong staff management and leadership skills Sally will lead on all aspects of the Ofsted contract and the Early Years Inspection Service.
